Vintage homemade "fiesta" dress

I call this the fiesta dress. I love the details of this dress. Dress has so many cool details. Dress is vintage and has some condition issues but is still wearable and cute. Has a couple of tears in the sheer layer over the dress in couple spots as pictured and a stain from one of the pom pom thus leaving a red stain as pictured.
